This story will tie together the What and Why the people and organizations in Ruby Red are doing so many strange things. In general, each group have done what they think is best. Li Wu, The Baron and few others know the Earth's fate and have tried to put a course of action in-place. Steve is the missing link that will put religious mantras aside, replaced with solid social actions. Some might call Steve the 'Anti-Christ' but others will follow without derision. It will take a long time.
