A Story in the Naked In School Universe
I don't know if Karen Wagner was inspired by this story, but it appeared shortly before she stated the genre. The author is unknown. Rather than naked kids, the teachers are naked with the (successful) intention of inspiring learning.

A high school janitor goes to repair a plumbing issue when he discovers the broken pipe leads to the girls' gym shower. Removing the pipe gives him a perfect view of the girls' shower and a peep show when it's occupied. One day though, he is found out... and the girls have a plan to take advantage of the situation!
