A colonization fleet headed for Spica IV meets with disaster. Only a few humans survive the catastrophe. One of the survivors is a Space Marine who takes charge of finding any other living people and begins to repopulate the human part of the fleet. They meet hostile humans and hostile aliens. This is how they keep going as permanent residents of space.

The arrival of the deputy commissar assigned to reorganize the local law courts sets in motion a chain of events that affects many folks, but especially several connected to recent family and divorce law cases.
