“I am reorganizing the world and its institutions, as you might imagine. The Secret Service, FBI, ATF, DEA, DHS, MI-5, MI-6, CIA, NSA, RFIS, Carabinieri, Civil Guard, and similar agencies will be restructured into a single entity, the Imperial Paladin Corps. Members shall be known simply as Paladins. You, however, shall be known as Grand Marshal of the Imperial Paladin Corps. Yes, you, Roberta Thomas, shall be in command of the entire police system of the world.

“Each of you others will be rewarded for your role as my personal protective detail, even you, Lyle. Roberta shall, however, choose her deputies, provided that they and she remain loyal. One way or another, you shall each benefit from your position here. What say you to this? This is my idea and plan for law enforcement, state security, intelligence, counter-intelligence, as well as protection of the luminaries of state.

“I will also appoint ten Imperial Magisters, one Magister or Magistra per region, a title meaning ‘master’ or ‘mistress,’ of course. Each Magister or Magistra shall answer directly to the Crown and serve only at my pleasure. The regions shall, of course, be North America, Central America, and South America, Oceania, Africa, Europe, Eurasia, West Asia, South Asia, and East Asia. Each such Magister or Magistra must constantly prove their loyalty, and among your duties will be to ensure that loyalty.

“Every Magister or Magistra shall have broad powers, such as the appointment of those officers serving beneath him or her, including the Tetrarchs, Hexarchs, Exarchs, etc. Every Magister or Magistra shall wear a simple scarlet robe with a signet ring, a scepter, and a diadem, but no crown for these are reserved for the Emperor and/or Empress. Nor shall he or she have an orb, for this is reserved for the Emperor alone. The Emperor, Empress, and Princesses Consort shall each have purple robes.

“National governments will be entirely replaced by these new territorial authorities. All fealty and allegiance must be sworn and given to the Emperor in all things, with nation-states a thing of the past. A Council of State shall advise me, of course, and shall supervise the various agencies and bureaus of the realm. As Grand Marshal of the Imperial Paladin Corps, you shall be a member of the Council of State yourself and expected to help spy on them as well.

“Yes, before you ask, I am in league with the Devil, but it’s more of a partnership than anything else. There is no reason to fear her at this point, as long as you are loyal to me, I believe. I have a feeling, however, that if you betray me, you will be made to suffer in ways that you cannot fathom. The stakes are very high and the rewards for loyalty shall be as great as the penalties for treachery. I was supposed to be the Antichrist, but Jehovah canceled that, thankfully.

“The criminal code will be universal, consistent, and entirely based upon my own ideas and personal philosophy. I grow weary of people not being able to tell automatically what is and isn’t a sex crime, of people redefining them regularly so as to criminalize more and more of sex and sexuality for the sake of asserting power undeservedly.

“So, do you have any questions?” I now encouraged Roberta to speak to me.
