This is an interesting concept but not much story. I think it is worth reading and recommend it to SOL readers. It is fairly short and won't cut down much on your other reading activity. I wonder why extremely wealthy men haven't done this.
Doing the numbers, the plot is a 5. A "D" in the highschool grading system. Poor, but still passing. You probably won't want to read this story because its plot is engaging. The Technical is an 8, an A. I didn't give it an A+ or a "it blows me away" 10 but it didn't see any issues worth raising. Appeal is also an 8, mostly because it is an interesting idea about what to do with all that money. I doubt most readers will agree with me about the appeal number. As a story when I first read it I gave it a 5. Its the concept that brings up the number.
The author has a number of other stories you might enjoy more.
