"The conditions are simple. First, women shall be equal in rights to men in every respect. Second, anyone failing to keep allegiance as a Virginian will face a lingering, painful death. Third, there will be a council who will assist me and make decisions in my stead as may be necessary.

"The members of the council shall be Charlie and three other leaders from the outlying towns. Two more shall be chosen from the elders of this town. Jamal, my Brigade assistant, shall be another. The last shall be one of my mates, Susan." I could feel a sudden tightening of a hand on my shoulder while, at my other shoulder; Katina released it to clap happily.

I shouted, "Shall it be done!"

The crowd roared back, "Yes!"

In that manner, I became Mayor of Virginia. Charlie picked three people, one a woman, from the outlying towns. The local elders picked their two and one of those was, literally, an old woman. Charlotte was a character and could be depended upon to speak her mind. She had tried to galvanize resistance to the Primary without success and might have been executed but her family had protected her.

After two months, Mason returned with additional men and their women who were escaping the Sin Loos attitudes. Mason reported to me privately that things were very tense. Impalings were more frequent than ever before and people were leaving for Atlanta or, now that they knew it existed, Virginia. He said that he expected more people coming soon and had warned the Lu's to expect them and simply let them through into Virginia. He said that he feared any attempt by the Lu's might bring a party of the more reactionary Sin Loos into their territory to try to subjugate them. He said, "Both societies are wrong in the opposite direction. There are Lu's preparing to join us soon. I wouldn't be surprised to see them appear before any of the Sin Loos show up at our border. I have warned Charlie to expect company."

He had brought people with him including his father and two sisters. The sisters were inclined to mate with a couple of his men. He suggested that I recognize matings in some formal way.

Two or so weeks later, Charlie escorted Senior Stephanie and her mate into my presence. Fifty Lu's accompanied them. Susan ran to them and hugged them both. I stood and met them both with respect. "Senior, it is good to see you and Ed. I was about to make a public announcement in which you will have interest." I increased the volume of my voice. "People of Virginia, I have a happy announcement. My mate, Susan, is with child. Please join with Susan, Katina, and me in our joy!" People were clapping and cheering.

Stephanie and Ed hugged their daughter and Senior hugged me while Ed shook my hand. He said quietly, "I told Stephanie you would do well and do well by our daughter. Congratulations."

Susan came to me and gave me a hug. "Mother needs to talk to you privately, Handor."

I nodded and said, "If you all don't mind, we would like to meet with my mate's parents privately. Charlie, would you take the chair?" Charlie nodded and sat down in my seat. I ushered Stephanie and Ed into a smaller and more private room followed by my mates.

Once inside, we sat down and Ed began to speak, "When you killed Emily and left with Susan, there were many who were glad you were going but enraged that Emily was dead and Susan was leaving. They were the more reactionary of our people. Finally, they forced a vote of confidence and Stephanie lost. To their surprise, she resigned and led a party out of Luray to Virginia. We desire to settle here and become Virginians."

"I welcome you into Virginia. We welcome all people who will share our ideals." I said.

Stephanie said, "Besides, Susan is carrying on the family tradition of governing though her position is under that of her mate unlike mine."

Susan grinned, "Mother, under my mate is a very fun place to be for me." Both daughter and mother blushed and then laughed together.

Stephanie said, "Well, I see it's making you fat." We all laughed.

Katina said, "I'm next. As soon as Susan delivers, I'm going to get pregnant. We're going to keep Handor smothered in babies."

Stephanie turned serious. "What are you going to do if the Lu's attack?"

"I would hate to have to fight them but we will and I think the community will support us. We've been training a militia and have six Brigades in training. Most of them are horsed and all are equipped with bows and arrows. We don't want a war with anyone but will fight to keep what is ours."

Stephanie and Ed nodded to each other. Stephanie said, "I really expected nothing less. Ed has always said you would do well. Perhaps, you are doing even better.

"As for us, we plan to retire from public life. We will just be the parents of one of the Mayor's mates and, soon, grandparents. That sounds like a good life." Ed gave her shoulders a hug and nodded.

"Thank you for the warning. I will let Charlie know so he can be extra diligent. I think he feels the world is beating a path here through his door."

I left my mates with Susan's parents and returned to the Mayoral chambers. That sounds grander than the reality. Charlie stood up and let me regain my seat. He sat down at the table beside me. He replied, "They will be surprised. Your Brigade system is working well. I have Cyril's lads training my folk. Glenda knows the Lu's attack methods and we will concentrate on defending those when I return home."

"That's not all. According to Mason, there may be some disaffected Sin Loos coming to join us. They shouldn't be a problem."

"That's good. I feel like my village is the first point of contact for everyone in the world."

I laughed, "I said that you were probably feeling that way."

"How long will Cyril and his squad stay in my village?"

"As long as you need them. Talk to Cyril. If he and his people are willing, they can stay permanently."

Charlie smiled, "I will do that. I think he likes one of my daughters. That might sway him, I hope." I chuckled and gave him a solid handshake and he left to return to his village.
