“Each spring, having spent the winter sheltering in an elven ghetto, adolescent elves make the long walk to the farms and mines where they must look for work,” I continue. “Those who want to work for the fairer employers will set off on their journey before the winter snows have cleared. The adult elves do their best to provide each young elf with a new tunic and boots for the journey. Unfortunately coats are too expensive, so the young elves must brave the chilly weather. Since elven made clothing is invariably of good quality, employers will often insist their workers exchange their clothing for a poor quality uniform provided by the employer. The profit to the employer from selling the elven clothing often covers several weeks wages.
“In spring, most employers simply select the first adolescent elves to apply for the new season’s work. Nobody expects skilled work from a young elf. However, a few disreputable employers force elven applicants to undergo inappropriate and humiliating inspections before being hired. Since adolescent elves have no legal rights under Thurnian law, they must accept whatever their prospective employer demands. With her good quality elven clothing confiscated by the prospective employer, any elf who isn’t found suitable for employment is sent on her way with nothing more than her undergarments to wear. Older adolescent elves know which employers to avoid the following season, although that doesn’t stop the unsavoury practise entirely.
“When winter approaches, Thurnian farms prepare for the bitterly cold weather to come. The farmers don’t require elven workers over winter, so the current season’s workforce is dismissed. The adolescent elves begin their long walk back to an elven ghetto, where they spend the winter. If the harvest is late, then it is sometimes a race against time to reach the ghetto before the snows start in earnest. Adolescent elves making the journey as winter approaches face many dangers. It is common knowledge that villages on their route won’t provide shelter for the elves should the road become blocked by snow.
“Since farmers and mine owners aren’t required to report fatalities among their workforce, there is no accurate record of how many elves start the journey back to a ghetto. According to government records, an unknown number of adolescent elves will die from being trapped in the wilderness by early snows, or from attacks by wild animals. Even travelling in groups is no guarantee of safety.
“The disappearance of scores of adolescent elves each year while travelling back to an elven ghetto at the end of the season has resulted in speculation that some are being kidnapped and sold into slavery. There is no logical reason why anyone would want to enslave a young elf as she has little monetary value. Being unskilled and incapable of sexual activity, it would be cheaper to hire an elf for whatever task is required rather than feeding and housing a slave. Nevertheless, the rumours have persisted for several years. Sea captains report an abnormal increase in economic activity in Isbjerg and its nearby eastern settlements, but Isbjerg’s aldermen deny any connection to the missing elves.
“I made brief journey to Thurn’s eastern province. In Isbjerg I discovered evidence of adolescent elves working there, even though elves are supposedly barred from all Thurnian territory east of the Reakie River. Apart from being thin and poorly clothed, most elves I encountered in Isbjerg appeared to be healthy. They denied being slaves, but refused to say how they arrived in the city.
“I believe that several other places are like Isbjerg, and have unregistered populations of adolescent elves. The law classifies adolescent elves as animals, so prosecution under Thurn’s anti-slavery laws is impossible. When I questioned the Isbjerg aldermen, they said that the elves are the wards of the city, and are hired out to factory and mine owners as and when required. Since factories operate all year, the elves are at least provided with food, clothing and shelter throughout the year in exchange for their labours. According to the city aldermen, an elf is transported to an established elven ghetto in a western town or city when she reaches adulthood. Unfortunately I could find no evidence of that occurring.
“The Isbjerg aldermen were generally uncooperative, but I managed to talk with several groups of adolescent elves hired out to work in mines and factories. The mine and factory owners weren’t embarrassed that most of the elves were showing signs of being poorly fed, and many were without a full set of clothing. The elves all told a similar story of being diverted while travelling back to Thur at the end of their season’s work. Unaware of the reason for this diversion, and mindful of their duty to obey Thurnian citizens, the young elves simply allowed themselves to be transported to Isbjerg. The mines in eastern Thurn are very deep, and the air temperature is constant all year round. That may explain how groups of Isbjerg’s young elven mineworkers survive through the bitterly cold winter.
“Work accidents are common among the poorly trained young elves, particularly as they are often given the dangerous tasks that Thurnian citizens shun. An injured elf must seek help from other elves since no medical services are wasted on elves. If the injury is serious, then the elf is discharged from work and left abandoned in a nearby forest. Employers were unconcerned that in such cases, nearly all the discharged elves are likely to perish. Nevertheless, I was told that there have been numerous reports of elves who have recovered, and who now live wild in the vast southern forest. Isbjerg’s aldermen dismissed such reports as fanciful rumours. Wolves and bears are common in the forests, and elves aren’t taught how to use weapons. Even so, such rumours are widespread in the settlements close to the southern forest.”
