The council did not begin with a gavel.

It began with silence.

The born wolves gathered just before dusk beneath the old oak at the edge of pack land. No banners. No ranks. No claim of authority. They stood in a loose circle, spaced by instinct more than design.

Different packs. Different bloodlines. Different histories.

But all of them had felt the same pull.

Something had changed in the world of wolves.

And change demanded witness.

Jer stood beside Rain, not at the center, not above anyone — simply present.

Pat and Mara remained a few steps behind, not as guards, not as symbols. Just as family.

The Master watched from the shade of the trees, saying nothing.

No one called the meeting to order.

They didn’t need to.

An elder-born wolf stepped forward — a woman with silver in her braids and an Aura steady as bedrock.

“We did not come to challenge you,” she said. “We came because power is shifting. And when power shifts without structure, chaos follows.”

Rain nodded once. “Then speak.”

The elder studied her — not with suspicion, but with something closer to relief.

“We need to know,” she continued, “what this is becoming. A refuge? A throne? A war pack?”

Jer took a slow breath.

“We are becoming a standard,” he said. “Not a crown. Not an empire. A place where power answers restraint.”

A murmur moved through the circle.

Not dissent.

Recognition.

Another born wolf spoke — younger, sharper-eyed. “Standards don’t stop wars.”

Rain answered before Jer could. “No. But they decide what kind of people survive them.”

Silence followed.

Not awkward.

Weighty.

Pat shifted as several of the born wolves who had been training closest to him moved — not aggressively, just naturally — to stand nearer his side.

The Master noticed.

So did Jer.

So did Rain.

The Praetorian Guard was not named.

But it was being seen.

The Master finally stepped forward.

“Every age creates its own mistake,” he said quietly. “Some mistake power for right. Others mistake order for control.”

His gaze moved to Jer and Rain.

“Do not become either.”

Jer inclined his head. “Then help us choose what we become.”

The Master studied him for a long moment.

Then nodded.
