The Tower - January

The hall was still and dim. Beyond the arrow-slit windows, the city was silent but for the distant caw of crows over the river.

Natalie lay awake, eyes half-closed, watching the faint rise and fall of Dale’s chest. Nicole’s slow breathing came from his other side, her blonde hair tumbled across the blankets. Allegra had risen early, padding silently out into the corridor before the light came.

Natalie had been counting. Not obsessively, but she could feel her body was close. She should have felt much more secure since being officially made first consort, but somehow she didn’t. By the time Dale made it down from the upper chamber, the Tower was already awake. The courtyard rang with the hammering of carpenters putting the last touches on the ceremonial platform. In the kitchens, cooks were shouting over the hiss of boiling water.

The council chamber smelled faintly of old wood. Allegra was already there, a cloak over her shoulders, sitting with Polina and Clare at the long table. The table itself was bare except for two neat stacks of papers and a clay mug steaming with tea.

“You’re late,” Allegra said without looking up from the list. Her tone was mild, but her eyes flicked to him briefly, as if to remind him she knew exactly why.

In addition to his usual counsel Oscar and Sven were there for the weekly updates from Stepney and Regent’s. They weren’t attending the daily briefings anymore and Dale didn’t feel it was safe to broadcast their meetings over radio even if it was secured.

“Polina, give me a people update.”

“We’ve grown a lot. We’ve upped processing to 80 a day and are getting through the backlog. Core population is at 2,682 and we have another 381 wearing grey and awaiting assignment.

“Medical continues to be the biggest bottleneck but Clare has been working wonders. The vetting teams are processing well and we’re getting some good people.”

Dale turned to Tom

“How are acceptance rates looking?”

It was a cruel euphemism, but everyone knew it had to be done.

“Around Regent’s Park it’s been quite good. Expensive area so we have lots of Brits and Europeans. We’re at almost 70%. Stepney is not so good we’re sub 10% in some areas. I sometimes wonder if we should even bother. We have one team in Mayfair and they’ve been doing well. I feel we should double down in the West to rescue who we can.”

Dale nodded in agreement.

“Ok. Let’s redeploy from the East. Oscar you’re down to just one division for immediate clearance. Everything else in the East gets moved West. People are dying and we need to get to them.”

Joe had an idea.

“What if we separate security from clearance teams. We have plenty of safe sectors. My teams can do clearance there together with Bobs engineers with minimal security. You move deeper and faster. Maybe we do some proactive outreach that goes deeper. Loudspeakers, pamphlets. Encourage people to come to us before we come to them.”

Jake wasn’t sure. “That takes away our surprise. And how do we make clear who we’ll accept.”

“We’ll do the sorting further back. No need to get too messy. I expect word’s out anyways.” Tom responded.

“Let’s try it.” Dale agreed. “Tom, Jake, Oscar, Joe, you sort this out between you.”

Allegra turned to Oscar. “What’s the update from Stepney?”

“We’re digging but not much to plant. Inventory at the farm isn’t great. If we wan to expand things we need to get more seeds but I haven’t found anywhere to get them. If we don’t get a garden centre under control it will be a bit pointless. Maybe some allotments too. London isn’t great for this.”

“Polina, Rebecca. Tell your teams to gather sprouting potatoes. Organic probably better. That might give us a shot. They’re more likely to germinate.” Natalie said.

It was a good idea. Not the most varied diet but it could work.

“Regent’s?”

“We got a lot of clearing to do but should be able to accommodate another hundred people from this next week.”

Dale nodded and moved on. “Engineering?”

“Making progress mapping everything out and mothballing things. If we are going to do this, we need to get much bigger and we’ll need power. Serious power. Sewage pumping, freshwater treatment, the works. We’ll only get that if we manage to break out of Central London.”

“What are your key targets?” Dale asked.

“There’s a waste energy plant in Deptford. There’s plenty of trash around to keep it running for a while. That brings us south of the river though and lots of work to load balance and make sure the power only goes where we want it to. Water is much further out. There are some central reservoirs but those are drained and freshwater is much further out.”

“Ok. Let’s wait on that until we have more people. I don’t want to stretch south of the river with the numbers we have. Too easy to be cut off. In the meantime, let’s prepare for where we send power and not once we have it.”

“Anything else?” Allegra asked.

No one answered.

“Then get busy.”


The leaflets had turned out quite good. It had been sunny and they had enough power to run a few office printers to print their design.
