Chapter 18

30 Dec 2027, The White Tower
It was early in the morning and Dale sat at the long oak table in the command room, surrounded by his closest lieutenants, the people who kept the machine running.
Allegra sat to his right, legs crossed, sipping from a hot mug of tea, her expression calm, unreadable. Tom was across from her, arms folded, his usual quiet focus betraying nothing. Joe leaned back in his chair, boot resting on one knee, grinning slightly, the edge of his knife tapping absently against the table.
Polina had her notebook open, already flipping through logs and reports, with Lena sitting next to her. Rebecca and Sigrid sat near her, waiting for their turn to speak.
There were new faces too. Oscar, sitting straight-backed, his young but battle-hardened face betraying no emotion. He had been invaluable when they established themselves in Stepney. Hugh-John similarly had distinguished himself just yesterday when they secured the area around Regents Park.
They were growing fast.
Dale looked around the table and got straight to the point.
“Things are going well,” he said. “ Between the expedition east and the battles in Stepney, we had a lot of men ready to seal their loyalty in blood—and fire.”
Tom gave a short nod. “They handled themselves well. No hesitation, no fear. They were ready.”
Allegra smirked. “They were eager,” she corrected. “That’s what matters.”
He gave Joe a nod. “They folded quicker than expected.”
Joe just gave a short nod back, the cut across his temple still fresh.
“Oscar,” Dale continued, “Good job cutting the group off that was trying to sneak away. They would have been a problem.”
“How are the wounded doing?” Dale turned to Clare.
“Most of them have been released. We have three more serious cases, but they’ll make it.”
It was quite the accomplishment. They had fought more than 300 men and had only a handful of casualties, all of which were on the road to recovery. That’s what overwhelming force and firearms did for you.
“Allegra, how’s the mood.”
“People seem to be happy. We’ve sniffed out a few potential troublemakers and are keeping them under observation. People know they have a good deal and they know how we deal with people that betray us.”
Julian’s betrayal still stung. The public burnings had been a spectacle and solidified things though.
“We got pairs for the weddings lined up. Managed to get 60 good matches.” Allegra gave Tom a wink.
Dale moved on.
“We’ll need to do some more mop-up but we should be able to establish a proper presence at Regent’s University with the threat from the Mosque gone.” Dale said. “We also need a proper presence at Stepney farm.”
He turned to Oscar.
“Oscar. I’m putting you in charge of setting up a settlement there. You’ll report directly to the council. You will secure the school and start preparing the fields and nearby parks for planting. We can’t house everyone here and we need a safe place where people can stay and eat. You’ll get resources from all commands and will have two divisions for clearance forward based with you. The rest will be focussing on running the settlement and farming. I want to get this up to 600 people by the end of January.”
Oscar didn’t know what to think. This was an incredible opportunity, but Dale was not one to disappoint.
“Any people you find will be sent to the Tower for central processing. This is not your fief. You’re a governor. My minsters still run their domains and you will defer to them for their matters. Can you do that.”
Oscar didn’t hesitate to nod. “Yes. I won’t disappoint you.”
Dale continued.
“Sven. You’ll be doing the same at Regent’s Park. I know the area isn’t as secure yet but we need to start spreading out. Water is tight and this way we cover less ground. Over time I think we can grow that to 800 people. The Chinese will report to you. You will report to me.”
“I can do that” Sven responded.
Dale moved on.
“The engineers?”
Polina flipped a page in her notebook, adjusting her glasses. “The system is running smoother now. We’ve started tracking skill sets more efficiently. Through that, we’ve identified two men who worked for Thames Water before the collapse.”
Dale’s interest piqued immediately.
“How much do they know?”
Polina adjusted her notes. “Enough. We’ve finally got a real map of the system—where the lines run, how the reservoirs connect, where the plants are and what might still be intact. They also understand what it would take to restart a working grid.”
Dale looked at Tom, who was already processing the implications.
“Water’s going to be the next big thing,” Dale said. “More than power, more than food—water controls everything. That means we control it, not just let it flow wherever.”
Polina nodded. “We’ve put them in charge of a twenty-man team. They’re training them up in theory and practice, working to mothball sections of the water network in a way we can control.”
Tom leaned forward. “Long-term goal?”
Dale exhaled, running a hand through his hair. “If we get a sewage plant or reservoir, I want us to be able to operate it. But more than that—we need to decide where the water goes. The majority of the city is dead. It will stay that way for decades, if not longer. But if we bring water back in the right places that gives us real power.”
Joe let out a low whistle. “You can say that again.”
Dale smirked. “We don’t waste resources. If we control where the water flows, we control who can even live in this city.”
