I vaguely remember a story that takes place in a silo, but the premise was of a lone man with a bunch of very young girls as a breeding population for a disaster. I can't recall much, but this would likely have been 90s, not SOL.
I also have only a vague memory of this one.
Loner wanted to get away from everything so buys a silo and begins refurbishing it by (i think) welding floors down the levels.
There was a pool at the bottom.
He meets a young girl-- possibly escaped from some sort of trafficking situation.
She becomes important to him and they rescue her friend.
The girls are encouraged to pass their education standards and are very bright.
I'm not sure how many girls end up in the silo .
The top level was given over to being a sunbathing/stargazing place .
