That's one way to determine most popular. One problem with that is, there are stories that were read by many people who rate the stories low.
Downloads may be a better sort criteria, but there are problems with that also.

That helps determine the "best" incest stories on the site. Low score = not the best. Of course the score is only as good as the scorers and, for @paulmansteel, how those scorers' tastes match his.

I can see the logic. If a story is 'good', it's more likely to get repeat readings and recommended by people on forums. All of which will boost the number of downloads.

Or its tags are popular.
And then the number of chapters plays into the download count.
Imagine if we had a count of how many times a story wasn't finished? That would be telling. (No, I'm not recommending that metric.)

But then, since it's primarily porn stories here, surely the metric should be on whether the reader 'finishes'... ๐ซ

There's an oddity of human behaviour that people are more likely to expend effort on things they dislike than things they like. This means that generally a higher percentage of reviews will come from people who dislike something than people who like it, because the ones who enjoyed it got what they expected and don't bother to go out of their way to praise it.
Downloads show the number of people who are interested enough in the idea of a story that they want to read it. Doesn't mean they enjoyed it or even bothered to read it, just that they were interested.
So I wouldn't say that downloads is the most important factor on its own, but comparing it to other elements can certainly be useful. For example, if you have two stories released at the same time with a score of 7.0, but one has 900 downloads and the other has 100k downloads, it's likely that the second
one is the better story.
I would also look at the number of reviews, another statistic that is useless on its own but relevant in comparison to other things. Having a 7.0 rating across 5,000 reviews tells you that that either it's a 'love it or hate it story' that works for two-thirds of the audience or that it's a generally good but not great story. Meanwhile, having a 7.0 rating across 25 reviews doesn't tell you much.

I've thought similarly. For stories published serially, downloads divided by no of instalments. However modern stories can't be compared with stories posted before the recent change to how downloads are counted.
Some of the stories with stellar ratings actually have relatively few downloads.

'Best,' in anything, is highly subjective. Is the 'best' story in category X a high-sex romp? Balanced between story and sex? A character study where the relationship is more important than the sex? A cautionary tale where the sex is hot but the consequences are realistic? All of the above? None of the above?
Ratings only help inasmuch as the reviewers match your tastes - which is probably why asking the question and hoping for reviews more than a simple numerical score is worth doing in the first place. But you still have to hope the reviewer matches your tastes in places where they don't mention it.
And what exactly is an 'incest story'? A story where there's incest along the way? A story where there's one or more significant incestuous relationships amongst many other non-incestuous relationships? Or a story where incest is the focus?
Different answers for each of those, sometimes wildly different.
Since 'best' is strictly subjective, my picks are as valid as anyone else's.

For a short story, Ashley has been killing it lately. In particular Bratty Little Sister, but there are others.
I like incest stories where the mother has a lot of guilty feelings. It seems to me that in real life it should be like this. Something like in the story of Oedipus and Jocasta. I find stories in which the mother gives herself easily to her son boring.
The stories by Alwayswantedto - the mother is relucant at first and is seduced gradually.
