God-fearing works both sides of the fence, just ask any mother, but if someone doesn't fear any repercussions, you'd expect they wouldn't hesitate to do the most vile acts.
Not that I actually believe that, as that's the same logic applied to gays, Jews, non-Christians (in general) and virtually any minority ever oppressed. But that's the most common thinking, that the ONLY thing keeping people honest is the fear of punishment.
