Chapter 1
Public Law enacted by Congress is labeled as such:
Public Law or P.L.
Year of Enactment.
The number of the law in year.
The second number is the Congressional session that approved the law. Each Congress covers a six year span and a new Congress starts every odd numbered year.
The name given to the public law.
Thus, P.L. 2304 1-1 The Taking Law.
The Taking Law:
Definitions:
Male Puberty: Any male from the onset of puberty to 17 years 364 days.
Age of majority: A male 18 and older.
Puberty: Puberty is reached when hair growth is detected in the pubic area.
Sperm: Is the ejaculate.
Milking location: This is the business or location where the male will give his ejaculate to be preserved.
Testicles: The two pieces of flesh in the scrotum.
Castratix: Any female, age 12 or older, who has taken the appropriate classes, obtained the government issued license, pays the annual fees, and takes refresher classes every two years to maintain the license.
RN: Registered Nurse. A female nurse over the age of 14 who is registered with the local health authorities. An RN must be present when a castration is performed or at milking locations.
1: Birth:
1.1: When a male child is born, the testicles and sperm of the male child belong exclusively to its mother. All decisions regarding the castration, health, ejaculate, welfare, and education of the male child reside with the mother until the male child reaches the age of majority.
1.2: From the time the male child starts puberty to the day before the age of majority, his mother can take his testicles.
1.3: A male child, from the start of puberty to his age of majority, may ask his mother, sister or the female who owns his testicles, to castrate him.
1.4: When the male child reaches puberty, his mother can have his sperm preserved.
1.5: The father will have no say in the raising of the male child.
2: Age of Majority:
2.1: When the male child attains the age of majority and he still has his testicles, the ownership of his testicles revert to him.
2.2: When the male child attains the age of majority, the ownership of his sperm revert to him.
2.3: With the age of majority, the male is free to do with his testicles and sperm as he pleases.
3: Eligibility:
3.1: Any female from the age of six are eligible to own a male’s testicles and sperm.
3.2: The mother, at her discretion, can assign a male child’s testicles and/or sperm to her daughter before the male child attains the age of majority.
4: Death:
4.1: If the mother dies or becomes mentally incapacitated, the ownership of the male child’s (her brother’s) testicles and sperm reverts to her daughter. If the female child is under the age of six, an extended female family member, over the age of six, will be assigned conservatorship by the estate court until the child reaches age six.
4.2: At age six and older, the sister will have exclusive rights to her brother(s) testicles and sperm until the brother(s) reaches majority. She will be responsible for all decisions regarding the castration, health, ejaculate, welfare, and education of her brother(s).
4.3: If there is no daughter, the rights to the male child’s testicles and sperm will be given to the oldest female in the extended family on the mother’s side. If there is no extended family, the estate court will assign the male child to an orphanage of its choice. The orphanage becomes the caretaker for the male child and as such, at its discretion, can sell or auction the male child’s testicles and sperm.
4.4: If the husband signed a contract with his wife giving her exclusive rights to his testicles and sperm and the wife dies or becomes mentally incapacitated, the contract reverts to his daughter. All rights that the contract afforded the mother, the daughter inherits. The daughter, at her discretion, can take her father’s testicles at any time.
4.5: If there is no daughter at the time of the wife’s death or mental incapacity, but there is a contract between the wife and husband giving her the rights to his testicles and sperm, the contract will revert to the oldest female in the extended family on the wife’s side. All rights that the contract afforded the wife, the oldest female in the extended family inherits. The female, at her discretion, can take the males testicles at any time.
4.6: If there is no extended family on the wife’s side, the estate court will auction off the contract to females age six and older. All rights that the contract afforded the wife, the female with the winning bid inherits. The male does not necessarily have to live with the female, but a caveat will be added to the contract allowing for visitation with the testicles and sperm at the discretion of the female.
4.7: The estate court will designate 1 day each month to hold contract auctions. The location of the auction is at the sole discretion of the court.
4.8: Funds received from the auction should be donated to organizations that have castration education programs.
5: Contracts:
5.1: Males who attained the age of majority and have ownership of their testicles sperm can enter into contracts where it concerns their testicles and sperm.
5.2: Females above the age of six can enter into a contract.
5.3: All contracts must be approved by a licensed female attorney certified in family law.
5.4: The male must enter a contract of his own free will. Every contract must stipulate a cooling off period of 72 hours.
5.5: The male can enter into three types of contracts:
5.5a: A contract giving rights to his testicles, health, welfare, employment, and education to a female of his choosing over the age of six.
5.5b: A contract giving rights to his sperm to a female of his choosing over the age of six.
5.6c: A contract giving rights to his testicles and sperm, in addition to his health, welfare, employment, and education, to a female of his choosing over the age of six.
5.7: If the wife has a contract with her husband for ownership of his testicles and/or sperm, she can at her discretion, assign that contract to her daughter. All rights that the contract afforded the wife, the daughter inherits.
6: Ownership:
6.1: Tagging and inventory of males who have been castrated is an important aspect of tracking their movements. Each year county health departments will inventory all castrated males within their districts.
6.2: Each district shall maintain a database of inventoried males. The database shall be shared from time to time with other districts as required by law.
6.3: All clips shall have a QR code that can be easily scanned.
6.4: In general, the left ear of the male shall be designated for the wife/mother. The right ear of the male shall be designated for the daughter/sister. Clip designation shall be as follows:
6.4a: A pink clip on the left ear signifies the mother took her son’s testicles. The sperm belongs to her and as such no clip is needed for sperm designation.
