Mexican Law Enforcement entities circa 2018 include 2 Federal Agencies (not including the Mexican Army Military Police), 31 State Police organizations, 2 independent Police forces for Mexico City, and some 1,807 Municipal (local) Police departments. The State police forces, as well as those of the larger cities are sub-divided into Delegaciones (precincts). There are an estimated 544,000 LEO (Law Enforcement Officers), or 366 LEO per 100,000 people in Mexico. This means that Mexico has the 4th largest number of LEO in the world, behind only Communist China, India, and the USA.
Even before the “Drug War” began increasing in intensity in the 1990’s; for more than 100 years Mexican law enforcement has been notorious for systematic corruption and brutality. “Bad-jes? We Don’t Haf No Bad-jes! We Don’t Need No Steen-king Bad-jes!” Violations of the rights of Mexican citizens are all too common, in particular of the “peons” but sometimes foreign tourists (or even residents) occurs too. “Elites” in Mexico City are mostly immune from the excess of LEOs; mostly.
Too many Mexican LEOs, in particular those in small cities, towns, and in rural areas are poorly trained and underpaid; approximately $350 a month, similar to common laborers. Thus, many LEOs seek to “supplement their salaries” through extortion, or accepting bribes. Corruption and their reputation for violating the law reduces respect from law-abiding citizens; it also makes many vulnerable to being influenced by the Drug Cartels.
The Mexican Federal Police (forces) have undergone major reorganizations twice since just 1999! In 2010 more than 30,000 Federal LEO were fired; about 10% of the force. Twice in the last 30 years an entire Brigade of Military Police have been transferred enmass into the “Federales” and incorporated into their ranks to professionalize them, and enhance discipline. Mexican Federal Police are heavily armed compared to most other nations civilian police. Mexican “Federales” are typically armed with military type weapons, including Machineguns and RPGs (Rocket Propelled Grenade launchers)!
