There was a story about a Peta Activist type, who wore body paint, tied herself to a flagpole, and then put up a sign that said she was a "Lost Dog" and that this was an excercise on her freedom of speech, and she consents to be petted/fed by strangers to raise awareness about strange dogs left in public.

Okay, this sounds like an opening to some kind of bdsm pet play story.

If she was really serious then she would consent to being ignored, left to search for edibles amongst the trash and drink from puddles, that would realistically mirror the conditions of lost dogs.

If she was really unlucky she would end up in a PETA 'sanctuary' where she would be. Or whatever the current euphemism for 'killed to save money' is these days.

I think I read somewhere that PETA shelters have one of the highest kill rates then most other shelters.

PETA thinks domesticated animals in general and pets in particular shouldn't exist and should go extinct.

The only reason their kill rate isn't even higher is because of the negative publicity they get over it.

I'm all for people eating tasty animals.

As for the organization kill rates, several articles pop up supporting that claim, but none from mainstream media.

Do you consider Newsweek mainstream media?

PETA's headquarters is in Norfolk, Virginia, where it operates an animal shelter called PETA's Community Animal Project.

There are no restrictions on the animals it takes in, even ones considered unadoptable. Free euthanization is offered.

Data collected by Virginia's state government shows that PETA's euthanasia rates for cats and dogs at the shelter is exceptionally higher than other shelters in the state.

In 2019, of 2,421 dogs and cats received at PETA's Norfolk shelter, 1,578 were euthanized, according to the most recent report from the Virginia Department of Agriculture and Consumer Services (VDACS).

Newsweek has been known to present a bias. Therefore I ignored it's return on the search. After reading what you quoted, I'm surprised they posted such an article.
As for if I consider them mainstream, the answer is no.

Just about all of the mainstream media present a bias. And with just a couple of exceptions, it's the same bias.

Agreed. However once you know which way their bias leans, you can tease out a few facts. Sites like Newsweek are not consistent in their bias which makes them useless to me.

bias

That can be pronounced buy ass.

Probably 80% of the Newsweek stories I've seen in the last year have been the bias that's normally associated with the Fox/OANN side of the spectrum (about halfway between those two, at a rough guess). It's easy to guess which way an average Newsweek story will be slanted, if there's a way to slant it politically. Occasionally you'll guess wrong, but that's true for most sources (Fox occasionally runs stories that are completely counter to its usual bias, for instance, as do the NYT or Washington Post).

Way back in the early 1980s most of us called it Newsweak. It hasn't really changed since then except to pick up more bias. That said, on a strictly factual basis (such as the quote above) they're probably around average and likely to be more or less correct.

They're within the constellation I'd call 'mainstream'. Anything on a major network or a wide-circulation magazine or newspaper counts, and they're in that area.

Maybe PETA shelters would get better adoptions if they didn't charge so much. In my area they want $150 to adopt a cat yet at the same time on every other street corner you can find a sign saying free kittens. But of course their high charges for adoptions do cover the cost for them to make their weekly spam calls, news papers fliers, and fliers in the local mail possible to ask for free money and food.

Another thing I like about PETA is how they will file complaints and protest about how a farm treats their livestock and yet still ask for money and food donations.

and to those who may wonder every complaint filed against my farm was either dismissed by the court or found to have no valid cause for complaint but it doesn't stop PETA from trying at least once every year. Of course it doesn't stop them from trying to stop deer/bear/ect... hunting season either every year.

Pournelle's Iron Law of Bureaucracy and Conquest's Three Laws of Politics apply:

Pournelle's Iron Law of Bureaucracy states that in any bureaucratic organization there will be two kinds of people: those who work to further the actual goals of the organization, and those who work for the organization itself. Examples in education would be teachers who work and sacrifice to teach children, vs. union representative who work to protect any teacher including the most incompetent. The Iron Law states that in all cases, the second type of person will always gain control of the organization, and will always write the rules under which the organization functions.

Conquests three laws state:
1. Everyone is conservative about what he knows best.
2. Any organization not explicitly and constitutionally right-wing will sooner or later become left-wing.
3. The behavior of any bureaucratic organization can best be understood by assuming that it is controlled by a secret cabal of its enemies.

The purpose of any big budget non-profit is to obtain scare headlines to drive donations which are then diverted to the friends or pockets of the executives. They are secular televangelists fleecing the atheist flock.
The Salvation Army may be an exception.

I am mostly just looking to paint some naked girls up as doggies, and have them sniff butts, sit up and beg, and wag their tongues while thinking they are helping the less fortunate/animal shelters.

Not to get political or all that deep.

I've started on a "Naked in School" story that has an alternative experimental program called Puppy Student Program - which just for fun, I added a "Abstinence only" rule that is attributed as a comprimise with those who disagree with the program and its goals.

I suppose on some level, that's the Pournelle Law Richard quoted which is that the secular organization is secretly controlled by its enemies.

It's really just the author playing with the idea that when you have these girls in impossibly horny situations with no relief, and no outlet, its fun to watch them squirm and eventually want cock so bad that they will do anything for it. Wheras, if you didn't and they know they can get dick anytime - they are less inclined to give up the pussy/do it on their terms.

Thread drift is as inevitable as the North Pacific Gyre, and like the Gyre, results in a great garbage patch of discussions.
Good luck with your story. It's not a kink I share, so I have nothing constructive to contribute. In my experience girls wearing cat ears tend to be cute and want to show it. Girls dressed as dogs tend to be... well, they often look like The Bloodhound Gang singing The Bad Touch.

Edit: A Wiki wander through the The Bloodhound Gang's discography, lyrics and music video descriptions may give you some inspiration. They had a theme that seems to fit.
