I'm trying to find this story that, I believe, used to be in the old Electronic Wilderness Publishing site. Unfortunately the Internet Archive's coverage of it is spotty and it is nearly unsearchable.
The premise is that a young man begins to develop a gamut of psychic powers around his 18th birthday. It becomes more obvious when, on his birthday, his mother brings him to the casino in which she works and allows him to play his first slot machine. He wins (not sure if he uses his powers or is just lucky) but the casino refuses to pay because his mother works at the blackjack tables. They leave and in a fit of anger he accidentally causes every window on the front ground level of the casino to shatter.
As he is exploring his powers, he also begins a sexual relationship with his adoptive mother and sisters. I don't recall him using his powers to force them in anyway.
Later, after he has gotten a handle of his powers and his mother has quit the casino, he returns to clean them out at the blackjack tables. He runs into another psychic who uses her powers (secretly) to spot cheaters. She's kind of evil but he uses his powers to make her behave and become his slave.
Not sure if it was ever finished, what the title was or who the author was but if this rings a bell and you know where to find it I'd be grateful.
