Not the one you want, but there were a couple of memorable stories in The Swarm Cycle in which the protagonist and his family were Welsh and his main coupling was his younger sister. It's also one of the few Swarm stories in which the protagonist isn't a complete asshole who abuses his sexual partners.

Not 100% that it's in Wales, but definitely wanders around the U.K. there is Pictures of Lucy by Alan14.
It's in progress but he's a very good writer of the theme and worth looking at this or his other stories.
