MC has high CAP score, is designated as colonial governor for a new colony. Has problems with designated military liason, who goes behind Governor's back to district fleet admiral who is clueless.
I don't know if the story ever was finished, but I do know I hadn't read all of what was there when I went on extended vaca and lost track of it.
