If you add new chapters to an older story, it will appear in the Updates section (again). Until you check the box in the submission pipeline indicating the story is finished, it will be seen as ongoing serial.
It also appears on the front page as an update, with 'in progress' or 'concluded' as appropriate, even though it may have been concluded before the new late update. There is at least one story which is episodic, new chapters are added occasionally but all are marked as finished/concluded. CMsix apparently restarted old, finished stories with additional material, which largely went unfinished resulting in his large count of I&I.
