If not:
Does it have an API?
If not:
would the team be very pissed off if I reverse engineer it from the website?
And is it possible that a newly created (and obviously not paid up, as it's meant to be a non-anonymous author) account is limited at the start from posting in the forums?

You usually have to wait for the first chapter to be posted before you can schedule the rest. I wouldn't try to touch the site's backend at all unless you want to deal with Lazeez, his staff, and a bunch of unhappy authors and readers who are lined up behind him.

That doesn't seem to be necessary. My first story was submitted complete with 12 chapters in one single file with date tags for all the chapters.
That's probably where my misunderstanding on that one came from; I never shifted to the single-file submission of multi-chapter stories, so it might be a restriction for individually submitted chapters of multi-chapter stories.

For individually submitted chapters, there is no way to do it without having the story in the system.
That's the reason why I created the auto-release system to schedule chapters at the same time time as submitting a new story.

The mods typically process stories/chapters every 12 hours or so... Usually a fairly quick turnaround...
I post each chapter manually (in HTML format), so I can't give you a good perspective on the {DATESTAMP} thing, but, yes, the posting of a new or updated chapter/story means a new moderation run…

Some times, minutes.
Some times, hours.
But never 24 hours or more, unless something peculiar is going on.

All story postings (new stories, new chapters and reposts to replace text) go through moderation.
