An End Note appears at the end of the story. You can change it at any time without re-uploading anything using the story management facilities.

Not for the end-note, as already answered, but if there's something you want to tell the reader, that's the way to do it. I've used it at the end of the story for acknowledgements about cover art or whatever, and it appears independently of the end-note.
As a reader, I'd get distracted easily by regular notices at the end of chapters. Also, you can fashion a single end-note to thank readers and solicit feedback to appear on all you stories.

The Notice is slightly different. The only difference that comes to mind is the font is smaller than with the End Note.
I once put something before the story (a warning and other stuff). Lazeez told me both the End Note and Notice would work, but he said that was what Notice was for and suggested I use that (which I did).
Unlike End Note, Notice is not updatable in the author's area for managing stories. And it does not have the ability to span all the stories (for example, one End Note for all stories).

That sounds like a sensible addition, although perhaps with a name tweak to clarify its purpose.

The tags provided for you {notice} and {end-note} are very similar. The only difference is font size. {end-note} has a bigger font.
It's up to you to decide which to use.
Consider it from the reader's POV.
You just posted Chapter 3 which has the end note number. The story has 25 chapters. The reader needs to know what you want to tell them when they encounter the end note number, otherwise they are in the dark until you post the final chapter.
Due to the above, the end note text belongs with the chapter that has the end note number.
