If it was a small group of 'extemists', I doubt that several states' legislators would feel the need to pass laws prohibiting certain behaviors if those behaviors weren't becoming too widespread that they felt the need to curb them.
Yes, because legislators have never, ever passed laws which block someone from doing something no one is doing just to claim to be 'doing something' about a 'terrible problem'.
