In addition, many states now have close in age exceptions to their statutory rape laws. While most are fairly narrow, 2 or 3 years, a few are significant. In Florida, the nominal age of consent is 18, however, their close in age exception would allow a 16 or 17 year old to legally have sex with an adult up to age 23.

If the girl has not reach the Age of Majority, the parents could file charges against the man for corrupting the morals of a minor, or for some similar charge. In that case, the police could act.

I am extremely doubtful that simply asking the girl's parents for permission to date her would by itself be sufficient for any such charge.

I did try. While I found the illinois statute for "criminal sexual abuse", there was no explicit definition of an attempted version of it in that statute, nor did my search turn up a separate statute that defines "attempted criminal sexual abuse" in any way.

I did find three criminal cases involving "attempted criminal sexual abuse" from Illinois. One simply mentions it as a prior conviction, one was a news report of a plea deal down from sexual assault of an 8 year old. and one was an appellate decision in a case of a man who striped down in front of the victim and explicitly requested sexual contact.

I conclude that you don't have a clue what you are talking about. A request for permission to date is not the equivalent of an explicit request for sexual contact.

Again the girl is over the age of consent in the state they live - NOT Illinois BTW.

If the guy has sex with a consenting young woman over the age of consent but under the age of majority and the parents object, they can file charges other than rape against the guy .

They can try, but very likely nothing would stick and the police are unlikely to make an arrest.

I looked up the Pennsylvania (because it was the fist result when I searched for "corrupting the morals of a minor") statute on Corruption of minors.

Most of it is about inducing a minor to commit a crime, though there is this:

Whoever, being of the age of 18 years and upwards, by any course of conduct in violation of Chapter 31 (relating to sexual offenses) corrupts or tends to corrupt the morals of any minor less than 18 years of age

So for under 18, but over the age of consent, strictly consensual sex would not quality for a charge of "corruption of minors"
