This is an older story because I read it quite a few years ago. New family moves in next door. Boy sees a beautiful girl sitting on the porch reading. He calls to her and she doesn't respond. She's deaf. Very similar to Don Lockwood's "Samantha's Secret" but Samantha is epileptic.
