It may seem that way. The under 14 rule is essentially no description of sexual contact or interaction. Mentioning that acts of pedophilia took place with no description does not violate the rule. I wouldn't add the code if that were the case, but the code may be relevant to what happens in the rest of the story.
Similarly, it's entirely possible to write a non-erotic story that has any number of kinks but no explicit sexual content. For example, in an interview Caleb Carr (author of The Alienist among others) mentioned having written a story about a 12-year-old boy seducing an adult male. It was one of those "I hate the idea but can't get it out of my head" stories.
No sexual content, nothing that couldn't be published mainstream, but still a really dark subject matter.
I think it would be difficult to write a version for SOL, because how would the author explain how the 12yo boy was so attractive to the adult male without a physical description?

If you discount the seven or so recent submissions by one writer (A.P.Damien), then there are no more snuff stories than is normal. It just appears that there is, because that's that particular writers chosen medium of genre.
How many of them involve men dying?
No idea as I don't read that sort of thing normally (pretty much never) but I can hazard a guess at next to never. Mind you, so saying that, I have read a couple that have the males dying. But then, I did write those, so ...
Yes, I realize that but it seems like the new breed of writers have gotten increasingly darker in their subject matter. Last week I was looking through new stories and 9 out the first 10 listed were either rape or BDSM stories. Not my cup of tea but I know there are a lot of fans of those genres. I've been on the site for over a decade and it just seems that the site has changed quite a bit lately.

Dunno. I've been here over 21 years and it seems pretty much business as usual.
This happens every now and again here. Someone with a good size catalog is new to the site and drops their stories in clumps. Seems like a big spike in interest for a subject, but really just someone moving in.

I don't know. I won't read any stories with a "snuff" Tag; if I read a story with "snuff" = Murder for "sexual pleasure" which I find abhorrent! I will petition for the Tag to be added, or the story removed!
That said, most of my stories feature violence and death, primarily in combat. Not any form of sexual pleasure related to the violence and death!

However, if the story blurb mentioned the "snuff" Tag Only related to the fate of a violent rapist, and Not the victim, I might consider reading.

Apparently, some of the writers do too. Otherwise, why would they write about it?

A lot of authors will write stories expressly because they hate the thing.
In some cases this is a type of personal challenge, but in many cases it's therapy. They had an idea that they hate and they write it down to get it out of their head.
This is actually a common type of therapy even for people who have no intention of ever publishing anything but have a lot of dark thoughts they need to get out.
Otherwise, why would they write about it?
To develop a character. To make them horrendously evil. I did that in a story not even realizing it was snuff. I was simply having the guy murder the woman in a gruesome way.

For some, it's the challenge of actually writing something that they may have no desire for, that's the driving force.
Why do people insist on scaling the outside of a building when there is a perfectly good lift inside? Especially when the danger of a fall and death is, to most people, obscenely high?
Sometimes I wonder if it doesn't have a little correlation to those who start off with 'recreational' drugs which inevitably leads to harder and more volatile substances. Or those who start off with just the simple titillation of a semi nude lady on what used to be 'page 3' but found themselves needing harder and harder images to achieve the same 'fix' till ultimately they require taboo images.
Is there something in the human psyche that demands escalation? The ever faster speeds of a racer, the higher heights of a climber, the deeper depths of a diver, the chase for a greater 'buzz' of an addict, the desire for ever more greater wealth of a financier?
As a race, we don't seem to be satisfied with what we have, we need to have more, we need to experience more.
I wonder if the desire by some, to write more and more objectionable content, is just a symptom of that same evolutionary trait.

Whenever you see a warning label on a product only means one thing, someone tried it.
I think both are twisted in the head. Despite what some have posted I don't believe that the writers are just challenging themselves. I believe we may have 1 or 2 budding serial killers among these writers and if one gets caught this website is done for.
Before all the lay lawyers jump in and tell me it can't be done, look at all the control the government has shown it can exert since the Covid virus was spread. They can get away with anything by saying it's for the safety of the public.
Killing off an object of desire is so incredibly wasteful it's arousing. And that's only one of many twisted ways to get there, and others I despise (revenge, the "nobody has her if I don't") are much more straightforward. Ultimately it's... prey, the ultimate hunt. Predators like humans have it in their blood... even if some pretend they can deny that part of themselves.
That said, it takes a special mood to enjoy those kinds of mind states and they're not pretty; the aftertaste is horrible and hangovers bad, but then... the ability to still feel remorse may be a point to prove all in itself.

Not only is this my experience, many knowledgeable people have studied and written about it. I have read many of the books on the USMC Reading Lists; in particular books by SLA Marshall and LTC Grossman. On Killing, by Colonel Grossman, is one of the more comprehensible for the layman; as SLA Marshall wrote more for professional soldiers.
One horrific example is the "Rape of Nanking" more than a million people just awaited their "fate" not even trying to sneak away, run, nor fight. Most genocides are committed by very few individuals, and most victims comply!

Apart from the fact that there were โ throughout the times โ always some sheep, in some places/nations happend a selection over centuries to get rid of the "unruly".
As in China where local ruler aka warlords killed any opposition (including parents, siblings, wives and children) over centuries.
The Roman Empire got (inadvertently) rid of it's warriors by either getting them killed in battles or by settling the veterans in unruly provinces like Spain, depleting Italy. (During WWII German soldiers regarded their Italian allies as untrustworthy cowards, while they praised the (few) Spanish soldiers fighting with them.)
The emigration to America depleted the European countries of many of their "unruly" citizens while the "sheep" stayed at home.
In many modern societies children and adults get permanently told to stay calm, don't resist, don't fight back, "better to be a victim than dead". The extreme is the "No Tolerance to Violence" policy in some US schools.
People thus indoctrinated will often realize far too late that the aggressors will kill them and then stand there unable to decide what to do.

So how to restrict him to only post reviews?
BTW, I was member of a discussion forum some decades ago, whose forum software allowed to blacklist a user and this users posts would be filtered out for you. Sadly the answers to this filtered out posting showed up on your system and it wasn't possible to filter out the sub-thread.
This was even more irritating than no filter.
Here on SOL, if it would be possible to filter out posts and the resulting sub-threads, this would โ due to much tangential drifting off the original subject โ block many interesting posts too.

Any attempt at active forum moderation would have a lot in common with an attempt to train hedgehogs to herd cats.
Lazeez's current method of deleting threads that cross the line and closing those that skate along it is a much better option.
Besides which, as annoying as certain posts can be, it is cynically amusing to watch people open their mouths and 'remove all doubt'.

I did not talk about active forum moderation, what I tried to describe is a setting in the users preferences to not show me any forum postings of peoples on my personal blacklist. Similar to exclude stories with selected tags.

The problem with that is context.
A person on your 'block' list may post something you cannot see, and then the rest of the thread could consist of people discussing that post. The post itself may be a perfectly reasonable, possibly even interesting post, but since you have blocked the poster, you will not see it.
Or maybe you can if people quote bits of it. Would a block cover quotes? I have no idea. But it does sound like something that would be more hassle to implement than it's worth.
I think the simplest solution, which is to just move on as soon as you see the name, is probably the best.
