The 10 stands for 'Most Amazing', not 'Best Story Ever', and that's before the rating is adjusted to probably something as 'very good' in this case. Does that represent a more realistic evaluation of your story?

Actually, 10s aren't adjusted. (Although that 10 and that 1 were mostly deleted out of 69 votes cast.)
If the median it's compared to is 7.5, then an 8 becomes 6.8, 9 becomes 7.6, but 10 remains 10.

The 0 is a placeholder for "Make your choice" or "No choice made yet". At least that's what is usually used in programming for choice-lists. It's an initial value.

Many, many moons ago, when I was involved in database design, we were instructed to use an empty field as the initial value and the lack of data resulted in calling the appropriate routine to encourage filling it.

If empty is possible that is as good as anything else, however it's impossible to leave an integer or other numeric data type empty, it's 0 by default.

The story delivers on everything a reader should expect from the story description, and has no obvious problems.
I can see reasons for scoring it above or below average; I cannot imagine any reason why anyone would give it a very low score. :(
Criticizing people's work comes in two distinct flavors.
Constructive criticism is necessary if a person is expected to improve their work. If it were mine to do, there would be a private feedback form for this at the end of every story. This should be used in most cases.
Destructive/negative criticism in my opinion, should be very rarely used. The story may be in fact horribly written, but the attempt was made. There are two reasons for this form of criticism imo.
1. The author is masking a rant in the form of a story that is pushing an extremist view.
2. The author has received constructive criticism and chooses to attack the person giving it rather than taking it as it was meant.
The number rating system leaves something to be desired imo.

The system itself isn't an issue, just some of the people using it.
And the more you try to make a system fool proof, you just develop a greater type of fool.
