You seem to be confused.
'Send and Archive' is in the messaging system when you're replying to a message. Send and Archive would send your reply and puts the replied-to message in the archive box.
In the blogging facilities it's 'Save & Publish'. Blogs aren't published by default, thus allowing you to take your time composing them and maybe creating a poll to attach. Save & Publish finalizes the blog entry and shows it on the site.
Thanks for the clarification, as I wouldn't normally consider the "Send and Archive" option without knowing specifically what it did.
