The youngest character in "Country Boy, City Girl" is 14 at the start, and she makes no attempt to hide that she is a voyeur, and during double dates loves peeking at the other couple in the back of the car.

This change was implemented after SOL existed, Canadian laws had an impact, so there may be a few older stories with younger characters involved in sex. This is not a requirement on other sites with USA locations. ASSTR probably has many stories that meet your desires.

To engage in any kind of sexual activity, yes. But there are plenty of characters under fourteen in my stories with speaking parts and action scenes. Those don't run afoul of the prohibition, so long as they don't engage in sex, and aren't described in sexual terms.
In AWLL, Jesse plays hockey and has a major narration. The girls practice karate, and also narrate. And so on.
