I've always found the premise of enforced nudity patently absurd, though familial nudity (nudism among nudist families) is much more common, without requiring reinvent absurdist societies.
While most such stories about rampant sexual encounters, the truth is that, in most nudist resorts (primarily French resorts), sexual encounters between strangers is quite rare, for obvious reasons.
While a siblings' personal friend, reacting to what they encounter upon arriving, is another story entirely.

In our early 70s my wife and I were in our bedroom standing nude as we changed clothes. Door was open. Our son-in-law came upstairs to use the bathroom, spotted us, turned tail and ran.
That might be why he and our older daughter have never had a second child. Being scarred for life is a terrible thing.
OTOH, it really depends on who and how is discovered nude and by whom. Your and your character's results may vary. (ETA: It may not result in a full-on affair, but perhaps a dalliance or even a quickie.)
