I qualify for free membership as an author, but my membership is not working properly now. I can log in and go to the author/editor area but when I try to go to 'my library', I am told that my membership has expired.

It has expired. But did you read the whole message? if you decline to renew, you switch to the free one.
As far as I can see your account is premier and the payment support flag has been turned off. Are you not getting premier service?
You may need to clear the browser's cache for your browser to stop displaying that message and just show you the library.
Also, these things are best handled via a direct message to me instead of a post on the forum that I may not get to read quickly enough.
I had the same thing happen to me a few days ago and was confused when I saw the request to switch to the free account. I did not realize that this meant "free premiere" account. My library was disabled until I checked the next day which aided the confusion. I wonder if the OP is confused like I was?
