I was pondering setting up an open collection for pilot stories, for authors seeking reader opinions on proof of concept before deciding whether it's worth expanding the story or adding more episodes. 2K-10K words, say, complete short stories in their own right with plot and characterisation.

It wouldn't be a 'Writing Event' and it definitely wouldn't be a 'Series'. That leaves 'Universe', which is described as

A universe is an organizational structure that allows you to organize stories and series that exist in a certain alternate reality that is in common between them.

For example two separate stories that have a common backdrop of a certain disaster, or set on a certain planet. The background is common, but the characters don't have to be in common at all.

That doesn't seem to fit either. Any suggestions?

You can post a concept chapter and ask for comments in the story comment section at the end of the chapter. You can also point to a forum thread you start for commenting on the concept. The author blogs can also be used to ask for comments to a posted concept chapter or even to a concept presented in the blog.
I wouldn't use any of the collection types since you state that it's mainly for concepts and getting reader input. The collections are not really suitable for that.

The only real use would be for allowing those readers who'd actually want to seek out such things (if such readers exist, which would be questionable at best) to more easily find them.

That's what I see as the biggest problem: finding the readers. First for them to find the (concept) story in the first place and second to get them to respond. That's also the reason why I suggested using all possible places to get the highest possible exposure and direct them to both the concept chapter/story and the place(s) to give their opinion.
