If you've got any toolbars/extensions on your browser, disable them all & see if the banner goes away.
If so, re-enable them one by one till you find which one is Adware.
If you're meaning the nominate for awards banner, just click dismiss
If you have software which clears cookies, or you browse in private mode, you may need to dismiss on every new visit.
As others have said you can click dismiss to remove the "banner". It's not exactly a banner though, it's a place where system messages are displayed. Usually something like the current awards nomination announcement, other times a new writing event, or a "real" system message concerning the site itself. It is always SOL related, SOL never has add banners or third party promotions.

Yep, that's always a possibility, but the fact remains that the problem is not with SOL.
