That's not something that I have control over. Scroll bars in text editing boxes is a browser functionality. There is nothing that I can do to fix it as far as I know. I don't disable scroll bars and I have no idea how to specifically enable them on the editing box.
On my system here, as soon as the text overflows the box, the scroll bar appears.
That's what you get for using an inferior product - lol. It works in the two variants of Chrome my son uses. Thanks for giving me another reason not to use MSIE.
Switch, I use Waterfox instead of FireFox. It's a 64-bit product, which supports a LOT more open pages/windows. It also supports all of FF's plug-ins and security updates. The scroll bars are the same, but for someone who likes to keep LOTS of windows open, it's terrific.
It's an interesting point that the issues with 64 bit Fire Fox are only related to Windows and it requires a lot more code to get it to work with Windows.
Which version of IE are you using?
I tested with 11.0.9600.17937 update 11.00.22 on Server 2012R2 and the scroll bar buttons show up and works when a suficient number of lines are typed in. However, the reply box is too small for the scroll-thumb and page up/down regions to be visible.

That's what I assumed when I first read Switch's comment, that his ethernet window was too small, not allowing enough room for the scroll bars.
If that is the case, then settings rows="6" instead of 5 should solve the problem.
What does that mean?
It's information for Lazeez, in case he wants to correct the problem, for now in IE11, the XMLHttpRequest reply still set the rows count to 5.

I switched to Firefox for this forum so it's not an issue for me anymore.
I use Fire Fox on a PC and I just tested this. There are no scrollbars displayed in the text box until such time as there is enough text in the box to warrant the use of a scrollbar, then it automatically displays and works.
