It's important to keep in mind that a story doesn't typically become inactive becaue an author simply 'doesn't get around to updating it', but because the author in question has written themselves into a corner, and has no idea how to extricate themselves from their plot hold (another good reason to employ content editors).

Some authors rarely finish any stories simply because they don't work out where the story is going before the start scrawling, but several well-known authors have problems with specific stories, that often take them years/decades before they can successfully resolve the issue. Thus, in most cases, it's simple avoidance rather than a lack of desire or time.
