I thought the "hide" was for the moment, not a permanent thing.
I get it every day when I log in because I have the browser delete cookies when I exit. For me it's no big deal.

I don't log in since I never log out and I don't delete cookies. But I can go a while (like days) and then the announcement pops up. I hide it and then days later it pops up again.
I don't see a problem with it being a reminder rather than hide it forever.
Previously, when I clicked on "Hide" it stayed hidden for days, not it is back in hours.
The 'Hide' link hides the announcement and sets a cookie for 7 days. As long as the cookie is present in the browser, the banner remains hidden. After 7 days it comes back because the cookie expires.
If you're using the site with a private/incognito tab, then the cookie gets deleted whenever you close the site's window or tab. That makes the banner reappear next time you visit the site.
Many functions on the site rely on cookies, from logging in to the banner timer, and using the site with a private tab removes those benefits.
