I suspect the voters are tracked somehow to stop them voting multiple times. However I wonder whether voters can vote on their own comments, like voters voting on their own stories.
ETA I just voted a thumbs-up upon a comment. I tried clicking on thumbs-up again. The total was not incremented a second time, but also it wasn't decremented so it's not a toggle.

Voters are tracked. You can switch from vote up to vote down. So if you click up, the up vote is incremented. If you click down, the up vote is decremented and the down vote is incremented.
