In Category Search you don't have to click on "Show all tags." Simply check the tag(s) you want to search for in the "+" (exclude those you don't want in the search in the "-").

I believe the count of the number of stories by tag in "Show all tags" is not accurate. If you check a tag in the Category Search and compare that number to the count for that tag in the "Show all tags," I don't believe they match. And I believe the Category Search number is the accurate one.
ETA: I just did a Category Search for "Ma" and got 55 stories. On "Show all tags," it's 35.
I think the /bytag/ listings fail to filter under 13.

I think the issue is that the by tag listings are simple database queries not using a search engine.

I mean not having under 13 content submitted to public search engines like Google. Just like a new user with filtered content on by default.
The /bytag/ list are indeed simple SQL queries, but they are listed in the sitemap.xml and when not logged in (as a robot) they still include that content. I guess I must have misremembered lazeez on the under 13 legacy stance.
Yes, you misremembered. The filters are on most internal lists (main page, new stories, updated stories...) and search results, not something he's trying to block from Google or other external search engines.
