I was on chapter 10/10, and clicked "bookmark next" It showed updated, then after publication of chapter 11, when I opened the story, it showed chapter 10.

I didn't change anything. Sometimes these things misbehave. There are so many conditions that it's almost impossible to pinpoint a bug of a transient nature.

You're supposed to say you didn't change anything when something goes wrong, not right. :-)
Ok, I can reproduce easily: revisiting/reloading the last chapter before a new one is published make it forget the "bookmark next".
"Jump to last read chapter" means (and is implemented as) "Jump to furthest read chapter". So it's a small bug.
Maybe think of saving the "current position", "bookmarked position" and "furthest read position" (including paragraph numbers) separately, that should allow for more features in the hamburger menu like a kindle page flip.
