Ive read a book series, i have in on my kindle library. An author on SOL, here, is writing the fist book in tge series here... what do i do, is it plagerism? Would like advise please.
Also in the authors blog he says its a new story they are starting but the book on kindle by the same name was publish in 2015

Is this actually a problem if the author is posting his/her own book here?
I'm assuming:
1 - the author really is the author, not just someone claiming to be the author.
2 - no copyright violation.
A possible reason to do this: post the first book of the series here and then point out that the rest is on Kindle, not that Amazon would be very happy about that.

Is it the same book? If it was posted on Amazon originally, then the author is free to post the same book here so long as he makes it available for sale HERE, and doesn't point to Amazon as the only place you can purchase it. There are quite a number of books posting here that are being sold on Amazon. The only issue Amazon has is the book has to be sold elsewhere for the same price as what it's sold for there.
ETA: It may also be a rewrite, being posted here. Without further information, we can't help with advice otherwise.

From a legal perspective, they're two different accounting units. From a personal perspective - especially since WLC and WLPC are both run by Laz - if I write HERE in reference to SOL, I mean Bookapy.
I dont know if the two authors are the same. I will say the the author posted on thier blog that it was a new story that they were working on, but the orginial book was published in 2015 on Amazon, how is that a new book now?

I know if I posted a book on Amazon, it would be under my actual name, instead of what I'm posting here. Or at least an appropriate modification thereof - maybe using my middle and last name, something like that.

You didn't say if it's the same author (on Amazon and here). And the name might not be exactly the same. I post on SOL as Switch Blayde but on Bookapy and Amazon as S.W. Blayde.
