It's a good question, I think it's because it's one of those weird laws that are on the books but you never really hear about it type of things.

As much as I saw in the news, it somewhat works. Just few articles from the top of googling "New York Topless":

And its decade old news already. Should be enough time for someone catch up! Yet I see more carefully crafted fictional universes than "plain boring reports" from the streets. Almost like 100 to 0. Sometimes it makes me feel that there is something about the city that just outright kills any sexy thoughts in authors who might be trying.

I wish I could write a story myself, but as a city-dweller all my life, I know there would be a ton of small differences I don't know about NY, which would make whole story a crap. Such things are good not about all dicks and cunts action, but with careful reflection of reality. Places, situations, people, events, a bit of bare boobies and ENF icing on top.

I suspect it would only be considered crap by those who live in the areas you try to portray.
I do agree with the general point though. Lack of familiarity with the details would stand out.
However, New York isn't just the city. The state contains all manner of people and settings. Small towns and rural settings tend to have multiple similarities between them. In a general sense, cuisine and speech patterns tend to be where they differ the most imo.
If I told someone from Texas we'd have 'grinders' for lunch, they'd likely look at me like I was crazy. Someone from Connecticut, not so much.

Speaking of big box stores: a few summers ago HomeDepot reorganized the store, and hired high school cheerleaders to assist buyers with finding things.

Lots and lots of guys bought random items scattered around the store just for the opportunity to follow along behind the girls.

"Oh, that department is at the other end of the store, follow me" - music to the ears.

(Not that I would know this personally, you understand)

Seriously though, if you walk down to Time Square you will see all sorts of titty - mostly from puerto rican women who are painted up.

Same thing in San Francisco, except they aren't Puerto Rican - or women.
