Reality has now shown us that it doesn't care about our ideas, it's going to take them.
I just saw an ad for 'I am Shauna Rae' online. Girl had brain cancer as an infant. The radiation treatment saved her life - but shut down her pituitary gland. She's now 22 years old - in a body that quit growing when she was 8 years old. As in, she's 3' 10" tall.

So far, the only thing I've seen is the trailer. But there's a shot of her in a bikini and she has no boobs, she still talks like her vocal cords have never fully developed (which, to be fair, a lot of supposedly adult women do that as well), but her face looks more mature than that of a child.
My wife has a cousin that didn't have brain cancer, but she's now 28 and looks like she's about 12, as far as height and body development is concerned.

Around 2003~2004 I was at a strip club for a bachelor party here in Canada and was approached by a dancer that I estimated couldn't be more than 11~12 years old. She was about 4' 5" and had mere bumps on her chest.
I was freaked out at first, but then she started talking to me and I had to ask her how they let her be there. I couldn't believe it when she told me that she was actually 35 years old, until she showed me her drivers license.
Being me I even asked her if she gets her period, and she did. She was fully developed sexually, but remained tiny.
I declined to take her up for a private dance as she reminded me too much of a child, especially that she practically had no boobs.
When she walked away I noted that she had much wider hips than a pre-teen, so that part of her development worked properly. She was a well formed tiny woman.

That's why I asked if it was a case of full arrested development or just stunted height.
My mother was only 4'10" before she stared losing height due to old age issues. She never looked like a preteen as an adult, she was fully developed, just short and slender when I was younger.
I have one sibling, an older brother, and when we were in our teens, it wasn't uncommon for someone who didn't know us to think our mother was our sister.
ETA: Wisconsin has more recently added a requirement for children up to 80 pounds (with an age cut-off) to use a child booster seat in cars.
If that requirement had been in place without the age-cut off, my mom would have graduated from high school before she escaped from the child seat.

I vaguely knew a woman who stopped growing at 12. Under 5', No hips, no breasts. She dated and was good at getting men to buy her stuff but never formed a real relationship.

At the Daily Mail link you posted go down to the picture captioned "Shauna feels her parents are too overprotective and is trying to assert her independence". That picture shows her in a v-neck dress, and it sure looks to me like she has breasts.

She's short, she does not look prepubescent to me.
I'll agree she looks older that eight and not prepubecent. However she definitely doesn't look like she's twenty-two. I think it's more the height than anything else.
The people near her height would be medically classified as suffering from pituitary dwarfism. As opposed to standard dwarfism where the body is broad with adult features but under 4'10". Regardless, age and time will make her look older, but she'll never look her age.

Heck, one of the most disturbing like that was Claudia from Anne Rice's Vampire Chronicles series.
Turned into a vampire at age 5, all aging stopped and she would forever remain a 5 year old girl. Born in 1789, transformed in 1794. And she lived on for almost another 100 years, forever as a five year old girl. Which became the cause of her rage at Lestat and Louis later on as she blamed them for cursing her to a lifetime of childhood where she would never grow up.
There is an episode of Law and Order:SVU where a girl's boyfriend was arrested for child molestation because she hadn't developed that ended with a new detective drawing her weapon on the guy after the case was resolved in his favor.
