You haven't gotten any replies, and that's probably because the premise sounds creepy.
A father flashing his young daughter(s) doesn't sound like an exhibitionist, it sounds like a creep who's going to jail while his daughter is going to therapy. (That might be some people's thing, who knows.)
How about, instead, a father, who happens to be an exhibitionist, is out one night with his exhibitionist girlfriend, and his daughter--of whatever age is appropriate--happens to see him without him knowing. She realizes that when he goes out with his girlfriend (or wife, maybe it's mom) that they are getting their thrills by having sex in public, where they may, or may not, be seen.
This leads her to following him on the nights her father/parents go out, until one day he/they sees her watching, and he/they puts two and two together, and tentatively he/they start to see where her boundaries lay.
Minimum age for the daughters for a story like that by site rules would be 14, when the average age of onset of puberty is 9.

I think it would be an awesome story where the girls confront him, and let him know they can see a dick any time they want.
With a thirsty post on twitter and 15 to 30 minutes depending on the location they are in they could have somebody there which is much more handsome.
