We'll need more detail. Do you need the expertise of an author to create a character, or do you need someone to illustrate your story.
If it's the former, I spent years doodling continuous in Manhattan, and only gave it up when I turned to writing (since both are full-time hobbies). What's more, I've always lived in artistic communities, so I'm familiar with the artistic process on a variety of fronts.
If it's the second, a great source for covers is deviantart. Many authors approach the artists, offer to promote their work by including it in their stories and book while crediting their artwork in the story, and a surprising amount say "Fine".
If you're looking to publish, there are a BUNCH of sites which sell book covers for non-artistic artists. You simply view all the available covers, pick one you like (or at least can 'live with') pluck down a few bucks, and you're set.
There are multiple variations on each of these themes. In my case, I subscribe to a stock image company, where I can download 5 images/pictures/illustrations/vector images a month. It's tough finding exactly what you want, but I've got a TON of material to sift through.
They key is, if you want to commission a specific piece, be ready to pay through the nose (i.e. on an hourly rate). Artwork isn't as 'easy' as most people like to imagine, and each piece takes multiple hours of agonizing scheming, plotting an execution. So you either pick what you can from what's available, or you pay for the work upfront, and then accept whatever they hand you.
