A story where the MC is a young teen girl that is free-used at her new high school. No discussion about it, used by both males and females, students and faculty, both between classes and during classes. She is initially confused, upset, etc about this happening to her and tries to complain, but it is as if no one hears her or understands the problem.. not the administration, not her parents, not police, nobody.
Key thing: the free-use is limited to school hours and/or school activities (ie on a school trip, the entire time would be free-use until returned back to the school).
She learns to accept it and love it. She also learns that there is one "free-use slut" in each grade level. Additional possibility: She learns that once "tagged" as one of the school's free-use sluts, it is a lifetime commitment - i.e. the free-use will continue to wherever she goes to college, her workplace, social clubs, etc ... anyplace that is not home or personal free-time... even after she is married - and no one will ever condemn her for it. She could learn that from an older woman who was selected a couple of decades prior and is still being free-used to this day... it could even be her mother and she realizes that she had seen her mother being free-used many times and never ever realized it wasn't perfectly normal.

This hypothetical sounds like it's inherent to the person herself. Like, people around her are unable to control their temptations and at the same time able to rationalize it somehow. It's easier if it's "known" that there's people around like that, to whom "free use" is either destined by birth, or somehow acquired trait (sort of "disease" for lack of better word).

So those people possess this magic they themselves don't know or realize until it becomes expressed, them being outed as free-use sluts everyone then accepts, as in, "that's just how she is."

Or, the above might be just said rationalizations without any real ground. Or there could be ongoing ambiguity about it, is it "physical" rooted in the person, or "social" something the community forces on the person with no inherent reason. It could be, actually necessarily becomes part both, to whatever, never clearly known proportions.

As in, in society that accept presence of "free-use" persons as just another sexual minority, there could easily be both inherently "free-use" inclined individuals that never have been "selected" and manage to live normies life, and essentially "normies" who somehow got labeled as "free-use" and are cast into the role. Since the persons so afflicted can't tell the difference by definition (of the affliction) some such cases are essentially inevitable.

Between the lines of voyeuristic fun, it could be deep discussion about inherent traits versus social constructs problem, applicable to every sexuality label, just taken to the extreme for illustration.

There's a variation on this them called "The Suggestion Box" by Alvo Torelli. Put simply, a young girl upset at dress code enforcement puts a suggestion on the subject in a magical suggestion box and things spiral out of control very quickly.
