Stultus did a version of this. The storm was bad enough to fry electrical systems i.e. the power grid,computer systems etc. Of course being Sultus there was weird stuff happening all around as well. I have to go and I don't remember the title but a deceased drug lord thought he was a dwarf from the Hobbit . Look up "Stultus ax dwarf thrush" that should do it.
