I really enjoyed the Charles Neuman and Michael Thomas stories, and was wondering if he is ever going to finish one of them.

Actually, that was less than a year ago. On 19 May 2020. And his last story update was on 29 July 2020.
Readerinfo does not even track somebody as being not active until at least 2 years have passed. And he has been inactive for only 9 months.

That doesn't sound very sensible. What about authors who are known to have died, like the much-missed Vanessa Ravencroft?

Authors who have died are immediately eligible for listing as you can read in the FAQ on the site. Vanessa Ravencroft is already listed.

Somebody who they know has passed away or permanently retired are by default not "inactive". The 2 year rule is for those that one day simply stop writing and posting with no communication as to why.
The rules specifically state:
An author will be considered inactive and immediately added to the website when they announce:
Their retirement from writing.
Intent to take an extended hiatus.
No longer capable of writing due to a medical condition.
Since this does not seem to apply to this author, the "2 year rule" is in effect. And he has actually been MIA only since July of last year. I myself have taken breaks of over a year. Primarily because of my military commitments. SOL is one of many that is blocked to military members overseas.
