Finding a NiS story from a few years ago

Some years ago I read a naked in school story which takes place in England and the main character was, I think, an orphan. His "guardian" was the US state dept. He was selected for the program but was very opposed to it and the school couldn't force him although they tried vet hard: trickery and anything else they could think of.

However, he became involved with a bunch of outcast kids at the school so the head teacher tried to use those kids as leverage and threatened treating them badly unless the main character cooperated.

Anyone know about this story and where I can find a copy? It doesn't appear to be on SOL. Thanks.

Are you sure about those details? Why would a kid whose guardian was the US State Department be schooled in England? He would have to have been the kid of some Embassy / Consulate staff but even then, I'd imagine that he'd be repatriated.
Have you tried the NiS page on AssTr? I believe they have descriptions of - and links to - the various NiS stories there, the last time I looked most of the links still worked.

Military is also a possibility. But again, if the State is acting as his guardian directly rather than fostering him, it doesn't make much sense that they wouldn't ship him back to the US.

There is one situation where US State acting as guardian but keeping him in the UK might make sense:

Dual citizenship because one parent was a high level US Diplomat and the other parent was from a UK family with high level government connections. Both parents were killed in a single incident and the US and UK families are fighting over custody.

Yes.

Glaring deficiencies in plot would imply something about the quality of the story.

And especially in a alternate-reality/alternate-history setting, suspension of disbelief should be strained as little as possible by mistakes, since the setting already requires so much.

A really implausible plot can also imply that the person looking has misremembered something. That happens here - someone mixing two stories together.

In answer to the responses:

Yes, I looked at the NIS collection in ASSTR.

No, I'm not fully certain about story details; however, the status of the kid as a dependent of the state dept was explained so that it made sense in a weird sort of way.

As I recall again, the story was well written; the plot worked; and the humor of the situation was treated well.

The only NIS story I can remember set in the UK was by lemon somthing maybe lemonbelly? Don't remember the MC being American tho.

Had help finding it. It's mostly as I remembered, plot wise, but much more complicated. "Westchester" by Moghal here on SOL.

Orphan, father was US citizen, mother UK so he is involved with Brit social services but also tries claiming "protection" from participating in program through his US citizenship, hence the state dept.

More to the point, what teenage guy is gonna want to be the lone naked guy in his class, with EVERYONE allowed to handle his junk. You think a guy would want his enemy to have the right to grab his nuts? Or some ugly chick to fondle his cock? And teachers in The Program usually use the naked students for humiliating 'classroom examples'.
The only guys that are likely to be cool with the program (at least being in it) are the guys who like to strut around the locker room naked.

unless he's hung like a flea and I thought 1 of the rules for the nis kids was nothing painful like grab his nuts to hurt him,but I only read like 1 or 2 of the stories

Generally kids in NiS stories follow rules about as well as kids in real life. Frequently there's outright sexual assaults, and traditional assaults.
Remember kids are essentially pack animals. The way to become a target is to be noticably different. Being 'the naked kid' isn't a way to fit into the crowd. Remember, the basis of the universe is a sexualized version of a traditional nightmare.
