This is a fairly recent story, and I think I even downloaded an epub of it. An engineer, along with his children, some coworkers, friends, and miscellaneous strangers get caught in a hurricane and sent back to the 1700's (probably about 1760). A rabid anti-American Scottish professor has also gotten sent back and stirred up trouble with the King of England, and the Colonies are about to be wiped out to destroy the ideas of the Declaration of Independence.
I was positive that the title was "Winds of Change", but cannot find it under that title (the one story by The Scot is tremendous, but a little different concept).
