You might be thinking of Tina- Younger / Older, by "T. holley". If so, you won't find it on SOL, this is an old alt.sex.stories story featuring very under-aged characters.
The story starts with 11-year-old Tina playing doctor in a shed with 13-year-old David when they get caught by the shed's owner, Mr. Phillips. David runs off and Tina is left by herself. Mr. Phillips uses a combination of threats (you don't want your daddy to hear about why you were doing) and compliments to seduce Tina.
By the end of the story it is revealed that Mr. Phillips supports his lifestyle by filming child porn with his various young lovers. He's also part of a small club of other such people. Among other activities, Tina attends a birthday party for the group with girls younger than herself.
